Project or Scheme Approval Process
Annual Inspections by Property Stewards
The annual inspection underpins the Connexion’s Online Property Returns system. That can be found at https://online.methodist.org.uk/login/login. After logging in, navigate to ‘ANNUAL RETURNS’ which should take you to the ‘Welcome’ tab for your Church. That tab has a PDF version of the form to help with information gathering.
Enabling Others To Use Your Premises
If you are entering into a formal rental agreement (say for a building on the Church's land) or granting a right of way, you should take proper advice. The Circuit Property Officer is a good starting point.
But most Churches will have other organisations or groups that use their premises, and there should be a Licence in place for each organisation. The lawyers at the Trustees for Methodist Church Purposes (TMCP) have developed a standard form of Licence which is easy to use. TMCP's website has guidance on this https://www.tmcp.org.uk/property/letting-property-and-third-party-use/licences and (on the right hand side under 'Resources') the template Licence itself. Note particularly that there are special requirements regarding organisations who want to use our premises for Christian worship, and don't forget the significant Safeguarding requirements associated with others' use of our premises (- in a nutshell, they need to have their own Safeguarding arrangements with appropriate display of material, or they need explicitly to sign up to ours) which have to be confirmed annually.
